Joint Committee

The TAP Joint Committee is the governing board for the TAP and includes representatives from each of the Project Committees. These committees are empowered to work with the IRS to obtain information, provide observations, and submit recommendations on issues relevant to their committee’s focus area. Members represent diverse experiences, training, backgrounds and interests.

Our focus

The TAP Joint Committee is comprised of the National TAP Chair, Vice-Chair, and Chairs of the other TAP committees. The purpose of the Joint Committee is to act on behalf of TAP members to advance the TAP’s mission; to listen to taxpayers, and make recommendations to improve the IRS.

Martha Lewis
TAP Chair

Martha Lewis

Ms. Lewis retired after 25 years of honorable service in the U.S. Air Force. Currently, she is a VITA Site Coordinator for Pikes Peak United Way. She facilitates a permanent site at the local Catholic Charities and has expanded her efforts into a mobile VITA site as well. The mobile VITA site is a new concept for Colorado Springs and is the only one in operation to date. Ms. Lewis leads over 20 volunteers during tax season to assist low-income taxpayers in filing their taxes. Ms. Lewis also facilitates training for all the VITA volunteers. She is always looking for different ways to expand the VITA program and recruit new members into the program. Ms. Lewis was the VITA Site Manager for Malmstrom AFB, MT, from 2000-2005. She recruited, trained, and managed over 50 volunteers, working very closely with the local IRS in Great Falls, MT. Ms. Lewis has held numerous leadership positions throughout her tenure in the Air Force.

I have been preparing tax returns since 1977. My experience includes all businesses, non-profits and Individuals. I have done estate work tax planning as well. I have taught at the High School, Junior College, College and post graduate levels. I believe in education, training and patience. I joined TAP in 2021. During my first year, I served as the Chairman of the Taxpayer Assistance Center committee. During my second year (2022) I am serving as the National Vice Chair of TAP with a new additional assignment of Outreach. Outreach is how we, as TAP members get known in our communities and develop new tasks for us to consider in our quest to improve the Internal Revenue Service. I am a PROUD Veteran and support that community every way that I can. I volunteer my time for Toy’s for Tot’s and several other charities.

Leigh Ann Wood

Leigh Ann Wood is the Occupational Safety Technician at the University of South Carolina. She has worked in several different fields including food service, retail, management, and risk assessment. She has a Bachelor’s degree in Environmental and Occupational Management and a Master’s degree in Leadership Development. While in college, she was able to volunteer with several different organizations, including Relay for Life. She enjoys woodworking, video games, and swimming.

Hello TAP members and staff, I am a Senior Program Manager at Microsoft supporting our Cloud and Artificial Intelligence (C+AI) business. My day-to-day experience is driving strategy across the Network Infrastructure team which enables all the Microsoft owned and leased datacenters across the globe to support Azure, Exchange et al products and services. I have done a tour of duty in IT and supported Lync and Skype for Business online. I also launched Microsoft Teams within Microsoft to over 200,000 employees and vendor partners. I enjoyed championing other IT customers on how to onboard Teams across their businesses.

On a personal note, I love to travel, cook, mentor middle school girls in STEM and attend live boxing events in Las Vegas (well I used to) and at the AT&T Stadium! How bout those Cowboys…? I live outside Seattle, Washington and love everything Texas! Most of all, I am excited to serve! I look forward to partnering!
