Joint Committee

The TAP Joint Committee is the governing board for the TAP and includes representatives from each of the Project Committees. These committees are empowered to work with the IRS to obtain information, provide observations, and submit recommendations on issues relevant to their committee’s focus area. Members represent diverse experiences, training, backgrounds and interests.

Our focus

The TAP Joint Committee is comprised of the National TAP Chair, Vice-Chair, and Chairs of the other TAP committees. The purpose of the Joint Committee is to act on behalf of TAP members to advance the TAP’s mission; to listen to taxpayers, and make recommendations to improve the IRS.

Robert Moretti
TAP Chair

Robert Moretti

Bob was born in Niagara Falls, NY. He met and later married his wife Muriel while stationed in Maine with the U.S. Navy. Bob and his wife have a son and a daughter and two grandkids. He received his BS in Civil Engineering from the State University of NY at Buffalo and earned an MBA from Rensselaer Polytechnic Institute in Troy, NY. Bob received his Doctor of Education from Montana State University. He served in the U.S. Navy as a licensed air traffic controller. Following the completion of his Engineering degree, he began work with the Penn Central Transportation Company.  Also, he served as the Deputy Health Officer for the Great Falls City/County Health Department. He taught as a College Professor for about 25 years at several universities. Bob was twice elected as a Trustee to the Great Falls Public School Board. Bob’s career job for 34 years was with the U.S. Air Force as an Executive Engineer. He managed 500 personnel to include managers, supervisors, engineers, administrators, technicians, computer specialist, educators, environmentalist, firefighters, and construction craftsmen who acquired, constructed, maintained, and operated real property facilities and utilities valued at more than $2.5B. Bob is a very active volunteer and  continues to serve on various boards and with organizations locally and statewide. He is very proud to have received numerous awards and honors during his work and volunteer careers.

Nina Tross
TAP Vice Chair

Nina Tross

A recognized industry leader, Nina brings the vision, direction, and energy necessary to strengthen the professional image of the organization, raise industry consciousness, grow the membership, and maintain status as the premier association for the tax professional community. With demonstrated expertise in tax planning, compliance, and small business development and management, she has earned a reputation for helping her clients to also become successful. She attributes business success to solid business vision and strategy, a sound financial roadmap, and a network of trusted advisers — combined, of course, with hard work, tenacity, integrity, and professionalism. Nina served on the Board of Directors for two years (2011 – 2013), producing the bi-monthly newsletter for the past year, and teaching NSTP classes over the past ten years. Nina has earned an MBA and a BS in Business Administration from Western International University, as well as Enrolled Agent credential from the IRS. Nina maintains a home in Apollo Beach FL, as well as a second home in Cabo San Lucas, Mexico. Nina, a widow since May of 2013, now lives with her lifetime partner and cat. She moved to northern Florida in 2018 to be near her immediate and extended family. She travels extensively in Europe with a special love for Italy.
