Our focus

The Special Projects Committee addresses issues not covered by the other established TAP Project committees. The committee’s work includes, but is not limited to: issues regarding E-Services, identify theft, and tax issues impacting citizens living abroad.

Michael Avery

I serve as Deputy Division Administrator in US Dept of Transportation (USDOT), based in San Juan PuertoRico. I have served here for 6 years and previously worked in other USDOT positions in Washington DC,Virigina and California. Prior to working for USDOT I lived and worked as Program Manager in privatecompanies in Europe, Latin America, Asia, Australia and Africa. I have held various volunteer positions innational and local governments and private/public associations. My passions are Ethics and diversity. I livehappily with my wife in this wonderful Caribbean Island and enjoy our 8 children.

Gina Gray

A graduate of the University of Pennsylvania and a native Oklahoman, Ms. Gray has been in the Securitiesand Investment Banking business for 22 years. Ms. Gray holds the Series 7 and Series 66 FINRA licensesand has extensive experience with a diverse client base in the areas of portfolio strategy and implementation,cash flow analysis, asset/liability management and public and private (Reg D) finance. She has led numerousteams in the areas of Capital Markets, M&A Transactions, Advisory Services and Restructuring/Turnaround. Ms. Gray is a member of Investment Management Consultants Association (IMCA) and Global Association ofRisk Professionals (GARP).

Dorothy Havey

Currently, I am the Resource Director the Community Action Agency in Belfast and the past Director ofthe Chamber of Commerce. I successfully promoted the area, expanded the Chamber membership by 50%& created an annual guide which won the Governor’s Award for Innovation in Tourism. I’ve served asPresident of the Belfast Rotary Club and was the inaugural full time Director of Our Town Belfast. SenatePresdient Thibodeau asked me to be his Director of Constituent Services. I was also a resource for localbusiness owners who needed assistance with a business license or helping to produce legislation thatallowed them to increase their bottom line. My responsibility was to act as a liaison to local, state and federalofficials to help resolve issues facing individuals and businesses and suggest policy changes. I carefullylistened to challenges that businesses faced and helped them overcoming those obstacles. I’ve testifiedbefore legislative committees and understand the legislative process. For over thirty-five years I haveprepared tax returns, individual, small and large business, corporation and partnerships, LLC’s and nonprofitsin my own tax preparation business. I am skilled at networking, facilitating a group meeting, getting to theroot of an issue and problem resolution. I have experience with website, social media, radio newspaper,advertising and promotion.

Born and raised in Tennessee, I live in Memphis but went to college in Chattanooga. I have experienceworking with all sorts of people in the public/private sector. I have a technology background and am currentlyan Associate at a talent solutions firm based in Nashville.

Robert Moretti

Robert Moretti

Bob was born in Niagara Falls, NY. He met and later married his wife Muriel while stationed in Maine with the U.S. Navy. Bob and his wife have a son and a daughter and two grandkids. He received his BS in Civil Engineering from the State University of NY at Buffalo and earned an MBA from Rensselaer Polytechnic Institute in Troy, NY. Bob received his Doctor of Education from Montana State University. He served in the U.S. Navy as a licensed air traffic controller. Following the completion of his Engineering degree, he began work with the Penn Central Transportation Company.  Also, he served as the Deputy Health Officer for the Great Falls City/County Health Department. He taught as a College Professor for about 25 years at several universities. Bob was twice elected as a Trustee to the Great Falls Public School Board. Bob’s career job for 34 years was with the U.S. Air Force as an Executive Engineer. He managed 500 personnel to include managers, supervisors, engineers, administrators, technicians, computer specialist, educators, environmentalist, firefighters, and construction craftsmen who acquired, constructed, maintained, and operated real property facilities and utilities valued at more than $2.5B. Bob is a very active volunteer and  continues to serve on various boards and with organizations locally and statewide. He is very proud to have received numerous awards and honors during his work and volunteer careers.

Laura Snyder

I was raised in Central Illinois and obtained a BA and JD from the University of Illinois. After working for ayear in New York City I moved to France to join my then fiancé, now husband. I obtained a DEA (advanceddegree) in private civil law from the University of Paris 1 and gained admission to the Paris bar. I haveworked both for international law firms and in the legal departments of international companies. In 2006 Icompleted the Trium Executive MBA program (an alliance of NYU Stern School of Business, London Schoolof Economics and HEC School of Management). I recently published two books on the topic of the regulationof legal services: Democratizing Legal Services and Modernizing Legal Services and I am in the process ofcompleting a PhD (University of Westminster) on the same topic. Since leaving the US in 1995 I have lived mostly in France as well as two years in the UK.
