Our focus

The Toll-Free Phone Line Project Committee is dedicated to improving the service of the IRS’s toll-free phone lines, including the Practitioner Priority Service phone line. The Toll-Free Committee partners with the IRS to provide input from the taxpayer’s perspective on improving services and the customer’s experience when calling the toll-free phone lines.

Donna Burris

Donna Burris

My name is Dr. Donna Burris. I have a PhD in Decision Science, an MBA in Finance, and a Bachelor ofScience in Accounting. Until recently, I was a corporate executive at a high-end luxury international retailerwhere I was the lead in the training and development roll-out of a major business initiative that included over2,000 employees. Currently, I am an Adjunct Professor for New York’s CUNY institution, where commitment to studentengagement, both within and outside the classroom, is mandatory. While my courses can vary, someincludes the application of Generally Accepted Accounting Principles (GAAP) as well as applying theoriesand practices to analyze and interpret accounting books, records, and systems. By analyzing these laws,students are able to apply methodologies to real-life events. I have extensive experience in process improvement, strategic and risk management, project management,performance measures and customer relation techniques. In addition, in depth knowledge on how to driveorganizational change at a large company across a variety of business lines while leading and managingstaff to achieve high performing results. Getting the opportunity to be a public service advocate, is a dream come true. By applying my educationaland professional experiences, I do believe that I can be an asset to the Taxpayer Advocacy Panel.

Joseph Edelen

I’m the oldest of the 10 children of Joseph and Marilyn Edelen. My dad was an officer (26 years) in the United States Air Force so we lived all over the world (including Japan, Turkey, Germany and many spots in the United States). My high school experience included going to 4 different schools on three different continents. I have a BA from St. Mary’s University in San Antonio, Texas and an M.S.L.S. from The Catholic University of America in Washington, D.C. My first job as a librarian was at the University of South Dakota where I stayed for my entire 42 year career, doing almost every job available. My wife, who was born in Vermillion (where we now live) served 18 years in the SD House of Representatives and 8 years as Director of the SD Historical Society. We have 3 children, all of whom still live in South Dakota. We are both retired and plan to stay in Vermillion.

Cynthia Pinkney

Cynthia Pinkney is an Attorney for a Fortune 500 financial services company, where she focuses on mattersinvolving remediation audits, legal compliance, investment products, and regulatory inquiries. She is also anArbitrator, where she participates in arbitration hearings, reviews claims, and renders decisions on liabilityand damages. She received her B.A. from the University of Texas at Austin and her J.D./LL.M. in Taxation from theUniversity of Baltimore School of Law. She received an award in Tax Policy and a Certificate in Mediationand Conflict Negotiation. She is a member of the State Bar of Maryland. She is a member of the AmericanBar Association and the Industrial Development Corporation of Tyler Board of Directors. She is currentlyserving as Vice Chairperson of the TAP Toll Free Committee. She is currently drafting a brief on digitalcurrency regulation.

Andrea Price

Andrea Price is board certifed in healthcare management and a Fellow in the American College ofHealthcare Executives (ACHE). She serves on the Lucas County Citizens Levy Review Board and servedfor eight years on the Toledo/Lucas County Port Authority as Chair of the HR & Community RelationsCommittee and Vice Chair of the Finance Committee. She also served as the parent representative onthe search committee for a high school assistant principal and athletic director. Andrea’s other boardexperiences include serving on the Toledo Regional Growth Partnership, Toledo Chamber ofCommerce, ACHE National Board of Governors and the National Association of Health Services Executives[as national president]. She mentors early careerists, mid-careerists and senior executives in the healthservices administration profession. She received a bachelor’s of arts degree (psychology) from the University of Michigan in Ann Arbor and amaster’s degree in health services administration (finance concentration) from Tulane University School ofPublic Health & Tropical Medicine in New Orleans. She is married and has four chidlren.
