TAP Members

TAP is a diverse group of ordinary citizens from around the country who possess a sense of civic duty, patriotism, and belief in an effective and well-regarded taxation system. We volunteer our time and energy to improve IRS services and taxpayer satisfaction.

Our Leadership

As members of TAP, we are committed to helping the IRS improve it services by performing grassroots outreach activities by which TAP members were able to identify many issues raised by taxpayers.

Dr. Gene Lillie

I have been preparing tax returns since 1977. My experience includes all businesses, non-profits and Individuals. I have done estate work tax planning as well. I have taught at the High School, Junior College, College and post graduate levels. I believe in education, training and patience. I joined TAP in 2021. During my first year, I served as the Chairman of the Taxpayer Assistance Center committee. During my second year (2022) I am serving as the National Vice Chair of TAP with a new additional assignment of Outreach. Outreach is how we, as TAP members get known in our communities and develop new tasks for us to consider in our quest to improve the Internal Revenue Service. I am a PROUD Veteran and support that community every way that I can. I volunteer my time for Toy’s for Tot’s and several other charities.

Angela Madison

Angela Madison

Angela Madison is a seasoned expert, with over two decades of experience in broadcast media, public relations, and branding in news, politics, sports and entertainment. The self-proclaimed analytically thinking creative is sought out nationally for her proficiency engaging audiences on all platforms. Angela is unmatched in positioning brands for optimal returns.

Angela served three years on the board of the Press Club of Dallas. She has found ways to have food delivered to organizations via Amazon under the pandemic protocol. She is an advocate for parity in education. Angela is now a spokesperson for early colorectal cancer detection.

Our Members

TAP is comprised of approximately 75 members who volunteer to serve a three-year term. The members represent U.S. citizens from all 50 states, District of Columbia, Puerto Rico and a member to represent U.S. Citizens living or working abroad. These volunteers generally spend between 200 and 300 hours per year on member activities that further TAP’s mission to improve the IRS.
