
Taxpayer Advocacy Panel (TAP) National Chair Philip Hwang recently attended the Council for Electronic Revenue Communication Advancement (CERCA) Spring 2026 Conference held in Washington. The conference brought together leaders from across tax administration, industry, and the practitioner community to discuss emerging issues, modernization efforts, and opportunities to enhance the taxpayer experience.
Featured speakers included IRS Chief Executive Officer Frank Bisignano, IRS Chief Taxpayer Services Ken Corbin, and National Taxpayer Advocate Erin M. Collins, who shared perspectives on improving taxpayer service, expanding digital access, strengthening communication strategies, and building greater collaboration across the tax ecosystem.
The conference provided a valuable opportunity for TAP to further its mission of elevating the voice of taxpayers and fostering constructive dialogue with stakeholders throughout the tax community. Participation in national forums such as CERCA also helps increase awareness of TAP’s role as a federal advisory committee dedicated to identifying meaningful improvements for taxpayers and the IRS alike.
While in D.C., Philip also visited the TAP office located at the IRS Headquarters, gaining additional perspective on the ongoing work and leadership helping shape the future of tax administration and taxpayer service.
