Taxpayer Advocacy Panel program to go on temporary administrative suspension

For more than 20 years, the Taxpayer Advocacy Panel (TAP), through its team of dedicated volunteer members, has served a vital function in our tax system by advocating for the interests of taxpayers and offering critical feedback to the IRS. The insights and concerns raised by TAP members have historically played an influential role in shaping policies and redefining services that directly affect taxpayers across the nation and abroad. At this time, however, the TAP program will enter a temporary administrative suspension, effective February 13, 2026.

This will include a suspension on the acceptance of new issues and concerns related to improving IRS processes and taxpayer service. Please return to this page for additional updates as they become available.

TAP Member Facilitates NCCPAP Practice Management Webinar

On Thursday, December 5, Taxpayer Advocacy Panel (TAP) National Vice Chair and Notices and Correspondence Committee member Mitch Gerstein, together with TAP Program Analyst Robert Rosalia, participated in a National Conference of CPA Practitioners (NCCPAP) webinar titled “Gearing Up for Tax Season: A Small Firm Practice Management Discussion”. TAP member Sandy Johnson, Co-Chair of NCCPAP’s National Education/MAP Committee, served as facilitator for the session.

The webinar brought together approximately 35 small-firm CPAs for a collaborative conversation focused on preparing their staff, workflows, and client communication strategies ahead of the busy filing season. Mitch introduced attendees to TAP’s mission and structure, highlighting how the panel identifies and elevates IRS systemic challenges that impact taxpayers and tax professionals alike. Rob provided further insight into TAP’s project process, emphasizing the importance of practitioner feedback in shaping meaningful service improvements.

The introduction of TAP was well received, sparking active engagement from participants, including the immediate submission of a new issue regarding IRS notices. This type of real-time collaboration demonstrates the essential link between TAP and the tax practitioner community, where firsthand experiences help drive recommendations that can enhance taxpayer service nationwide.

TAP thanks Sandy Johnson for her leadership and for extending the invitation to present during this valuable NCCPAP webinar. Partnerships like this strengthen TAP’s outreach efforts and ensure that diverse voices contribute to the improvement of IRS procedures and communications.
