As the 2023 Taxpayer Advocacy Panel (TAP) year ends, we would like to take this time to thank this year’s National Chair, Dr. Eugene Lillie; National Vice Chair, Angela Madison; and all our TAP members for another productive year. Their passion to the TAP program and their willingness to go above and beyond to help improve the IRS will have a positive impact on countless taxpayers.
“I want to extend a huge thank you to all of our graduating TAP members,” said National Taxpayer Advocate Erin Collins. “You have volunteered a tremendous amount of time all in the name of helping taxpayers in your community and all across the country. Many of you joined TAP with a goal of making a difference and you have done just that. Congratulations on another great year!”
The committees sent multiple project referrals to the IRS with recommendations on how to refine IRS products and improve the customer experience on a host of issues, forms, and notices, such as the Notice CP 2000, Request for Verification of Unreported Income, Payments, and/or Credits; and the Form 1099-K, Payment Card and Third-Party Network Transactions.
We also want to give a special acknowledgement to the 16 TAP members who have worked to improve the IRS during their three-year term and are now retiring from the program. TAP members dedicated hundreds of hours of their personal time in support of TAP’s mission – and most importantly – to improve our tax system for the American people.
We wish all of the retiring members all the best in the future and hope they consider returning once eligible.

As the 2024 TAP year approaches, we look forward to working with the returning members and look forward to welcoming new members to the program. We want to congratulate the newly elected Chairs: Debra Kurita, TAP National Chair; and Michelle Brookens, TAP National Vice Chair. We look forward to their leadership and vision for TAP as we enter the new year. Angela Madison, who served as Vice Chair last year overseeing the Outreach Committee, will continue her work with TAP on the Toll-Free Phone Lines Committee.
