Welcome! You have a unique opportunity to influence how the Internal Revenue Service (IRS) provides services to the public. The Citizen Advocacy Panel or CAP is a group of taxpayer volunteers dedicated to helping the IRS identify ways to improve customer service and satisfaction. We want your comments and suggestions on improving public service at the Internal Revenue Service.

Please Note

The CAP is being redesigned and renamed. The new name is now Taxpayer Advocacy Panel (TAP). The current panel members retired March 31, 2002, however, the TAP is expanding to include volunteers from every state in the Nation. The new members will convene in Washington, D.C. early in October.

Our Mission

The Taxpayer Advocacy Panel listens to taxpayers, advocates their concerns, and provides input to improve
IRS customer service and satisfaction.

The IRS will benefit greatly from the fresh perspective of our service as seen through our customer’s eyes. The citizen panel will help us continue to make customer service a top priority at the IRS.

-Commissioner, Charles Rossotti
